We have made websites compliant with Government of Canada's Common Look and Feel (CLF) guidelines. Creating a CLF compliant theme is no simple task. I'd suggest working off an existing CLF template rather than working from scratch because there are so many fine details, css files, folders and images - remember these standards where written by the Treasury Board of Canada Secretariat and not Website Developers.

Our drupal websites provide the login security features require by law and user interface required by various International Internet compliance groups. Our goal is universal access, starting with English and adding as many languages as possible.
